Students from New England states other than Massachusetts may qualify for a reduced tuition option

Students from Connecticut, Maine, New Hampshire, Rhode Island and Vermont may qualify for the New England Regional Student Program (NERSP) if your program of study is not offered at a public college in your home state. See the list of master's, doctoral and graduate certificate programs that qualify below.

Tuition costs through NERSP-qualifying programs are less than the current out-of-state tuition costs, saving around $4,000 annually.

NERSP is coordinated by the New England Board of Higher Education. At UMass Lowell, many of the programs that qualify are nationally recognized.


  • No additional application is necessary, but you must contact the Office of Graduate Admissions to indicate your interest.
  • You must be enrolled in a qualifying degree or certificate program.
  • You must be a U.S. citizen or permanent resident.
