A nuclear power program is a major undertaking that requires careful planning, preparation, and investment in time and human resources. Although this is true for most major long-term engineering projects, it is especially true for nuclear power as it presents added responsibility for the member nations associated with the safe possession, operation and handling of nuclear materials. The Nuclear Energy Education and Training (NEET) program is designed to share the U.S. experience in nuclear education with new members of the nuclear energy club. 
Current forecasts suggest the world will see an increase in global energy consumption of over 50% by 2030, with 70% of this growth in demand expected to come from developing countries. Many International Atomic Energy Agency (IAEA) member states without nuclear power programs have expressed interest about the possibility of introducing nuclear power plants to meet their energy needs without increasing their reliance upon fossil fuels.
