Permits for Persons with Disabilities

Persons with disabilities should apply for a disabled parking placard or license plate through their state’s Registry of Motor Vehicles (RMV), such as the Massachusetts RMV

Individuals must also register with UCard, Access and Parking Services (UCAPS) so their UCard can be configured to provide access to campus parking lots. While a UMass Lowell parking hang-tag is not required for vehicles displaying a valid disabled license plate or placard, individuals must submit proof of their placard or plate to UCAPS (via photocopy, fax, or email). 

Individuals displaying a valid disabled placard or license plate may park in any designated accessible parking space on campus.

In addition, these individuals may also park: 

  • At metered spaces without payment, and 
  • In any non-reserved, non-designated space within a permitted lot 

Please note: Accessible parking privileges do not extend to reserved spaces or spaces otherwise marked for specific use. All vehicles must still comply with posted signage and University regulations.

Temporary Disabilities for Students

Request for 30-Day ADA Accommodation by UMass Lowell

Students with temporary disabilities may request a short-term parking accommodation through the UCAPS office.

To receive a temporary accommodation, students must provide documentation from a licensed healthcare provider describing the mobility limitation and expected duration. Once approved, UCAPS will issue a temporary parking permit valid for up to 30 calendar days beginning on the requested start date.

If you are unable to visit the UCAPS office in person, you may submit your documentation and vehicle registration by fax to 978-934-4004, and follow up by phone at 978-934-2800. Approved permits will be mailed to you. 

Extensions (Up to 60 Days Total) 

A temporary permit may be extended once for up to an additional 30 days (maximum of 60 total days) if documentation is provided showing that you have applied for a disabled parking placard or license plate through the Registry of Motor Vehicles (RMV) or your respective state.

Temporary University-issued permits are intended to provide short-term accommodation while you apply for and obtain a state-issued disabled placard or license plate. 

Students are strongly encouraged to begin the RMV application process as soon as possible, as processing times may take several weeks.

Important Notes 

  • Temporary permits are valid only on UMass Lowell property 
  • Parking is first-come, first-served; a space is not guaranteed 
  • Permits must be properly displayed and are non-transferable 
  • Misuse or falsification may result in revocation and disciplinary action
