In accordance with the CHIPS and Science Act of 2022 (P.L. 117-167) (pdf) and National Security Presidential Memorandum-33 (NSPM-33) (pdf), the federal government now requires all “covered individuals” involved in federally funded research to complete Research Security Training.
Who is considered a “covered individual”?
Covered individuals are those who contribute significantly to the scientific development or execution of a research and development project and hold responsibility for the design, conduct, or reporting of the research.
Training Requirement and Deadlines
- All covered individuals (investigator-level personnel) must complete Research Security Training within the 12 months before submitting any federal funding proposal.
- For most federal agencies, this requirement takes effect on Oct. 10, 2025. However, some solicitations may mandate completion prior to this date.
- To avoid last-minute delays, we strongly encourage research personnel to complete the training as soon as possible.
How to Complete the Training
- The training is integrated into UML’s annual Conflict of Interest disclosure process.
- Within the Research Enterprise Solutions (RES) System, Office of Sponsored Programs records indicate your disclosure is incomplete.

- Please note: it may take up to 24 hours for your submission to be reflected in the RES system.
Important Reminder
Beginning Oct. 10, 2025, proposals will not be submitted to sponsors if investigators have not completed their annual COI disclosure (which includes Research Security Training).
