This lecture aims to provide an introduction to the fundamental principles of international space law and policy. It will begin by examining the core concepts within both fields, offering a thorough examination of their foundational texts. Using international space threat management, and most specifically, the field of Planetary Defense as a case study, the presentation will delve into the decision-making frameworks and governance systems at play on the global stage, along with the ethical considerations inherent in managing these threats. Additionally, it will highlight local resources on space law, policy, and ethics accessible to faculty and students in Massachusetts, as well as opportunities for engagement in local public outreach initiatives.
Bio
Alissa J. Haddaji serves as the Lead of the United Nations-mandated SMPAG Legal Working Group on Planetary Defense, supported by the International Academy of Astronautics. Additionally, she is an Adjunct Professor specializing in Space Law, Policy, and Ethics, and contributes as a faculty researcher in the field of International Space Threat Management, specifically focusing on Planetary Protection & Defense. Haddaji is also the founder and director of The Space Consortium, a Massachusetts-based nonprofit organization dedicated to space education and outreach. Notably, she launched and leads the organization of Boston Space Week, an annual space outreach event formerly known as Space Week at Harvard, which has expanded to encompass the greater Boston area. Haddaji has developed and taught various institutions' first Space Law, Policy, and Ethics curriculum, including Harvard Law School, Harvard Summer School, Boston College Law School, and Paris Saclay University. She now teaches her course to graduate students in Massachusetts through the Consortium's free Space Education program. Currently, she holds the position of Vice-Chair for the Near Earth Object & Planetary Defense committee within the International Astronautical Federation. Additionally, she has recently joined the Science Documentary production company Good To Know as an Associate Producer, supporting their space-themed and ocean-themed documentaries. Haddaji holds a PhD in Science and Technology Policy, along with five Master’s Degrees in Planetary Science (with a specialization in oceanography), History/International Relations, Political Science, Law, and Socio-Anthropology, from Brown University, La Sorbonne University, and Bordeaux 1 University, respectively.
