Biosketch

Francis T. Talty graduated from UMass Lowell in 1977. He went on to earn a Master of Public Administration and a law degree from Suffolk University and a Ph.D. in law policy and society from Northeastern University. 

As an undergraduate at UMass Lowell, he met Patricia Sullivan in the Student Government Association. The couple married in 1979 and practiced law in Lowell as the firm of Talty and Talty P.C., for many years. As an attorney, he argued cases before the Massachusetts Supreme Court. 

Talty taught political science part time at UMass Lowell from 1979 until he was appointed assistant dean of the College of Fine Arts, Humanities and Social Sciences in 2006. He then served as university pre-law advisor and director of the Center for Public Opinion and the Center for Irish Partnerships. He founded and coached the university’s Mock Trial team until his retirement in 2018. 

Talty established and funds the UML Pre-Law Society Endowment. He serves on the College of Fine Arts, Humanities and Social Sciences Advisory Board. In 2019, he was recognized with a University Alumni Award in recognition of his professional achievements and public service.
