High School Completers

Upon passage of the Commonwealth’s “High School Completers” Tuition Equity Law on July 1, 2023, Massachusetts has expanded access to in-state tuition, as well as to state financial aid programming, for most students who have attended high school in the Commonwealth for at least three (3) years, obtained a high school diploma or its equivalent in Massachusetts, and meet certain other documentation requirements.  
Citizens, permanent residents, undocumented students and other statuses are eligible to apply. Students that have the following non-immigrant visa classifications are not eligible for in-state tuition (pdf) under the Massachusetts Tuition Equity Law; however, you may review the qualifications for in-state residency under the Massachusetts Department of Higher Education policy.
Please note the following requirements and instructions for your current status:

Current Students

Your request for a change in residency status through the Tuition Equity Law will be processed by the Residency Officer – 978-934-3700 or residency@uml.edu 
  • Students must have attended a minimum of 3 years of a Massachusetts high school (consecutive years are not required) and you must have graduated from a Massachusetts high school or have its equivalent (GED/HiSet).  
    • An official Massachusetts high school transcript is required to confirm 3 years attendance or an official Massachusetts GED/HiSet is required.
  • Living in, or establishing, Massachusetts residency is not required.
  • Student must submit the affidavit (pdf) 
    • Please include your student ID number, and your date of birth in the email. Send to residency@uml.edu 
  • The federal Military Selective Service Act requires that eligible males between the ages of 18 and 25 register for military selective service, regardless of residency status. 
    • Please submit documentation of registration, such as your selective service card, selective service number, or registration acknowledgment letter.  Send, with the affidavit, to residency@uml.edu. Males 26 and older are not required to submit documentation.
  • Students must provide a valid Social Security Number or documentation reflecting the issuance of an individual taxpayer identification number, if applicable.  
    • If you have provided a social security number or taxpayer identification number document with your application for admission, you do not need to provide it again.
    • If you do not have either, you will not be required to submit one of these documents.
  • You will be notified, by email, whether you qualify for a change in status.

Incoming Undergraduate Day Students

Your request for in-state residency status through the Tuition Equity Law, will be processed by Undergraduate Admissions – 978-934-3931 or admissions@uml.edu.  Please refer to the Admissions Residency website for further information and instructions.

Graduate, Online & Professional Studies

Students must have attended a minimum of 3 years of a Massachusetts high school (consecutive years are not required) and you must have graduated, or intend to graduate, from a Massachusetts high school or have its equivalent (GED/HiSet).

  • An official Massachusetts GED/HiSet is required
