As the Director of Environmental and Emergency Management, Richard coordinates and manages a team of professionals that provide a comprehensive service for programs that include: Environmental Health & Safety, Emergency Preparedness, Regulatory Compliance, Permitting and Life Safety Systems and Sustainability.
Richard has more than 29 years of Environmental and Emergency Management experience which taught him the importance of interpersonal skills, effective communication and team building. Prior to this role, Rich spent seven years as an MA Licensed Construction Supervisor with responsibilities for Building and Life Safety Code compliance for the construction and renovation field.
Additional interests include the strong belief and support for public service. He has supported local government within his home community of Tyngsborough for 18 years, serving on multiple committees and boards including the Housing Authority, Master Planning Committee, Recreation Committee, Strategic Finance Committee, Personnel Committee and 9 years as Selectman. Richard also serves as a Board of Director to Community Teamwork Incorporated (CTI) located in Lowell, for programs that affect the improvement for quality of life matters for individuals and families living in poverty, homelessness and/or experiencing significant hardships.
Richard is qualified and certified by several professional organizations and educational agencies in disciplines for environmental compliance, health, safety, federal Homeland Security, emergency response, code compliance and sustainable practices. He is Co-Inventor with Federal US Patent and Copyright © of “EMS Webware” software, an Environmental Management System document tracking and control software for use in public and private entities. Richard holds a B.S. in Criminal Justice with minor in Legal Studies degree from UMass Lowell, and continued studies in M.S. College of Engineering Work Environment Policy at the University.
