Biosketch

Barbara Briand serves as the Program Coordinator for the Department of Aerospace Studies (Air Force ROTC); supporting students attending UMass Lowell (UML) as well as other members of the Northeast Consortium of Colleges and Universities in Massachusetts (NECCUM) and Southern New Hampshire University. Briand provides purchasing oversight for university funding, manages the organizations self-assessment program, assists with preparing cadets for commissioning and field training, provides guidance to the Cadet Advisory Council and supports the high school scholarship program (HSSP). Prior to coming to UML, she served as the President and Director of Frosty Beverage Incorporated, where she created, owned and operated this state-of-the-art small business which focused on providing modern beverage vending machines to a variety of companies including, but not limited to, medical, manufacturing and automotive. Responsibilities included advertising, marketing, customer service, installation, logistics, delivery schedules, inventory management and management of sales/forecasts. The corporation was established to operate in both New Hampshire and Massachusetts.

Subsequently, Briand served in various capacities at Hanscom AFB, Bedford, Mass. where she obtained increasingly responsible, diversified and progressive experience culminating in a successful career in acquisition. Possess diversified experience in financial management, cost estimating and analysis, program and schedule analysis and personnel management. As the senior financial advisor/manager for Hanscom AFB, Massachusetts, she directed, managed and executed the Base’s $16 billion of budget authority. Interpreted and implemented financial management policy. Oversaw and managed the planning, budgeting, execution, cost estimating and cost performance for over 500 US (United States) and FMS (Foreign Military Sales) programs. Responsible for the recruitment, hiring, career growth and development of 600 civilian and military personnel across six geographic locations. Achieved Certified Defense Financial Management (CDFM) certification and Acquisition Program Management Certification Level III in Finance and Program Management. Briand began her federal career with the Federal Aviation Administration supporting the personnel and training offices.
