New Parking Policy for Students


UMass Lowell continues to grow in size and reputation, and managing parking inventory is essential in maintaining a fair and equitable system.

The University’s Parking Committee, comprised of representatives from a cross-section of campus, carefully considered and adopted a number of policy change recommendations for the fall semester.

Summary of Policy Changes

The Executive Cabinet has approved the following policy changes, effective Aug. 29, 2011:

  • The University has leased 500 parking spaces at 1001 Pawtucket Blvd. (Route 113) beyond the UMass Lowell Bellegarde Boathouse.  Freshmen commuter students will be required to park in the 1001 Pawtucket lot, Monday through Friday.  The lot offers more than enough spaces to accommodate commuter freshmen parking. The lot will be serviced by four full-size buses, two for North Campus and two for South Campus.  Buses will run between 7 a.m. and 6 p.m. weekdays, excluding holidays.  After 3:30 p.m., freshmen commuters can park in the commuter student lots on both North and South campuses.  Special parking decals will be issued to commuter freshmen to allow access into the new parking area.  Eligibility for this parking will be determined by student status as recognized by the Registrar’s Office. Freshmen are those students with up to 23 credits completed.
  • The use of the 1001 Pawtucket Lot by freshmen will result in more parking spaces for commuting upperclassmen . The overflow lot behind the softball field on South Campus also will continue to be available for upperclassmen commuters when needed.
  • The satellite parking option is no longer available to students.
  • As a reminder, resident students are allowed to only park in their specifically assigned lot(s) and are restricted from all other assigned student parking lots (see Parking Locations).

Parking Rates

Parking Rates for the 2011/2012 academic year are as follows:

  • Commuter Students - $176 per year
  • Resident Students - $224 per year
  • Continuing Education Students - Included in operating fees

Parking revenue will help fund current and future parking needs for the Lowell campus, which continues to move forward in scope and vision. Our urban campus setting poses some unique challenges, including parking. The University does not receive state funds for parking, but is planning to build a new parking facility, scheduled to open in fall 2012.
