New Parking Policy for Faculty and Staff


UMass Lowell continues to grow in size and reputation, and managing parking inventory is essential in maintaining a fair and equitable system.

The University’s Parking Committee, comprised of representatives from a cross-section of campus, carefully considered and adopted a number of policy change recommendations for the fall semester.

Summary of Policy Changes

The Executive Cabinet has approved the following policy changes, effective Aug. 29, 2011:

  • Only full-time faculty will be able to use the Costello parking lot on North Campus. This takes into account the transient nature of the full-time faculty work schedule, as well as the need to serve the core mission of the University. A special parking permit will be issued to full-time faculty for access into this lot.  Faculty also will be allowed to park in existing faculty/staff designated lots. 
  • Full-time staff, part-time staff and adjunct faculty also face unique parking challenges on North Campus. The faculty/staff gated section of the Riverside parking lot will be increased by 100 spaces.  Additionally, all faculty and staff can park in the Southwick, Olsen and Salem Street parking lots as spaces are available.
  • For all faculty and staff, free satellite parking will be available at the 1001 Pawtucket Lot on Pawtucket Boulevard (Route 113), beyond the UMass Lowell Bellegarde Boathouse. Four full-size buses will service that lot Monday through Friday from 7 a.m. to 6 p.m., excluding holidays.  Those with satellite parking stickers also are welcome to park in student commuter lots after 3:30 p.m. Monday through Friday.
  • Because of the increased occupancy of the Wannalancit Business Center and its unique parking management program, two new rates have been established. The East Court Yard (designated) will have numbered, assigned parking spaces, costing $600 a year. Any faculty or staff member may apply for a space.  The approval process is under review. The Tremont Street and Hall Street garages (preferred) will have dedicated, non-numbered parking and will be issued on a lottery basis for $300 a year.
    • Employees not opting to apply for Designated or Preferred parking options still welcome to park in the Ames Textile Lot, Tsongas Lot B, IPI, Perkins, CRC Lot or Garage at standard parking rates.

Parking Rates

Parking Rates for the 2011/2012 academic year are as follows:

  • Cabinet Parking - $750/year
  • Cumnock Designated - $750/year
  • Wannalancit Designated - $600/year
  • Wannalancit Preferred - $300/year
  • Department Chairs - $148.32/year
  • Benefited Faculty - $148.32/year
  • Benefited Staff - $148.32/year
  • Non-Benefited Staff - $80/year
  • Adjunct Faculty - no cost
  • Satellite Parking - no cost

Additionally,

  • We have sought to make these changes equitable. While full-time faculty and staff will pay $7 more per year, cabinet members will pay $250 more per space over FY11.
  • Full-time faculty and staff will pay $12.58 per month, about 58 cents more than this fiscal year. By comparison, the City of Lowell charges $64 per month to park in its garages and city meters cost $1 per hour.
  • Parking revenue will help fund current and future parking needs for the Lowell campus, which continues to move forward in scope and vision. Our urban campus setting poses some unique challenges, including parking. The University does not receive state funds for parking, but is planning to build a new parking facility, scheduled to open in fall 2012.
  • Benefited employees are required to enroll in a pre-tax payroll deduction and non-benefited employees must pay by cash, check or credit card.
