Printer FriendlyCourse Description: The objective of this training is to decrease the risk of municipal and other worker injury and illness in and around work and construction zones from traffic, especially in the case of emergencies. In this training, students practice how to develop and implement a formal traffic control plan for work zone safety. They also simulate the use of assorted barriers, traffic calmers, high-visibility clothing and traffic controls when working on or near public roads. Some municipalities may be able to receive insurance discounts by providing this training to its employees.

This course typically is delivered in an 8-hour class day, with a ½ hour break for lunch. Other schedules are negotiable.
The course agenda comports with the following:
Module1: Student Introductions and Answer Question “What concerns do you have about work zone safety training?”
Trainers introduce themselves to the class indicating their backgrounds, current affiliation with the TNEC training program, interests relative to health and safety and any areas of expertise that they are willing to share with students. Students introduce themselves to the others present and give a brief summary of the kind of work that they currently are doing or have done in the past, the concerns that they may have about work zone safety and any expectations that they might have for this training. Trainers briefly review the agenda for the two days.
Learning Objectives: To introduce one's self to others present, to learn the names, backgrounds and concerns about work zone safety of the others present. To become acquainted with the course agenda.
Performance Measures: Students are able to describe the variety of work experiences, concerns for work zone safety and motivations for attending this training that are represented in the class.
Module 2: Data/Statistics Discussion
Learning Objectives: Students learn the importance of work zone safety training, through the analysis of national and Massachusetts injury/fatality data for work zones, confined spaces, construction sites and the OSHA Focus Four - Fall Protection, Electrical, Struck By (e.g., falling objects, trucks, cranes) and Caught In/Between (e.g., trench hazards, equipment).
Performance Measures: Working in small groups, students are able to read about certain assigned work zone statistics and present a synopsis of same to the rest of the class.
Module 3: National Institute of Occupational Safety and Health (NIOSH) Fatality Assessment and Control Evaluation (FACE) Reports
Learning Objectives: Students become acquainted with the existence of NIOSH FACE Reports and come to realize the benefits of reviewing pertinent examples of same.
Performance Measures: Working in small groups students first analyze and then present to the rest of the class a synopsis of a NIOSH FACE Report regarding a work zone incident, including the root causes of the incident and the controls that may have prevented the fatality.
Module 4: MA Highway Work Zone Safety Guidelines for Massachusetts Municipalities and Contractors
Learning Objectives: Students learn about the components of a Work Zone and the MA Highway Guidelines
Performance Measures: Working in small groups, students set up a work zone in a Table-Top activity using the MA Highway guidelines.
Lunch Break
Module 5: Video of Route 495 crash
Learning Objectives: To review and understand the causative factors involved in a real world work zone incident. To understand the hazards and controls of distracted drivers.
Performance Measures: Working in small groups, students are able to identify at least one causative factor in the subject incident and to identify at least one hazard and control pair associated with distracted drivers.
Module 6: Personal Protective Equipment (PPE)
Learning Objectives: Students learn about the Hazards and PPE Controls for when working in extreme environments.
Performance Measures: Working in small groups, students brainstorm the PPE required for work in an assigned work zone scenario and provide specifications for same. Each group presents the results of their findings to the rest of the class.
Module 7: Emergency Response, Work Zone Safety and Next Steps to Safety Within Your Municipality
Learning Objectives: Students work in groups by municipality to develop a list of items needed in their city or town to make work zones safer in emergency situations, e.g., ice storms, floods, etc.
Performance Measures: Each group prepares a list of items needed and presents their list to the rest of the class.
Module 8: Course Evaluations/Wrap-Up
Trainers distribute a Course Evaluation Form to each student, which they complete individually and return to their trainers. Trainers distribute a certificate to each student and thank all for attending.
