Staff Bios

Co-editors
Richard P. Howe Jr. has served as the Middlesex North District Register of Deeds since 1995.  Prior to that, he practiced law here in Lowell with his father, Richard P. Howe, and his sister, Martha Howe. He holds a JD from Suffolk University Law School, an MA in history from Salem State College and a BA in political science from Providence College. He also served as an intelligence officer in the United States Army from 1980 to 1984.

David Turcotte is employed at University of Massachusetts Lowell as a research professor in the Department of Regional Economic and Social Development. He also serves as the senior program manager at the Center for Family, Work, and Community, as well as the director of the Institute for Housing Sustainability (formerly the Technical Assistance and Research Center for Housing Sustainability). David directs a healthy homes demonstration program and conducts research on regional housing needs and innovative approaches to developing more affordable and sustainable housing. He holds a Master’s degree in Community Economic Development and a Doctor of Science degree from the University of Massachusetts Lowell. David teaches courses on community conflict resolution and housing development and land use. 

Research Assistant/Writer
Keith D. Vaillancourt is a Master’s Candidate in the Department of Regional Economic and Social Development at the University of Massachusetts Lowell. He has been researching foreclosure and mortgage data for the "Merrimack Valley Housing Report," while offering GIS assistance and analysis to non-profits in the region, such as Community Teamwork, Inc. (CTI) and Lawrence Community Works (LCW). 

Joann Vaillette is a Master’s Candidate in the Department of Regional, Economic and Social Development at the University of Massachusetts Lowell.  She has been working with the Lowell Healthy Homes Program, a research study that examines the link between housing conditions and childhood asthma.  Joann's thesis research examines the issue of youth homelessness in the state of Massachusetts and explores strategies and interventions that best meet the needs of the population.
