Parking Permits
Every vehicle parked in a University parking lot must have a parking decal. There is a $15 fine for parking without a decal. For your convenience you may apply for a parking decal online by following the link below and your decal will be delivered to you. You may also appeal a parking ticket by submitting a completed appeals form to the office either in person or by mail.Apply for a parking permit

IMPORTANT: You have not successfully completed the application process until you see a UMass Lowell receipt/temporary parking permit on the screen. If you do not receive this screen, contact the Access Services Office for assistance.
Instructions
(1) All automobile permit decals-whether student, faculty, staff, or visitor-should be attached, with their own sealant, to the lower right hand corner of the interior driver's side rear window.
(2) Motorcycle/moped decals should be displayed on the front fork of the vehicle in prominent, visible spot.
(3) Temporary and handicapped permits must be displayed face-up on the dashboard of the vehicle; or, if in the form of a hang-tag, hung from the rear-view mirror.
(4) Permits are not transferable to other vehicles.
(5) When a permit is lost or stolen, or when for any reason the numbers on the permit cannot be read, the owner-operator shall have 72 hours in which to secure a new one.
(6) When a vehicle is sold, traded or otherwise replaced, it is the responsibility of the owner-operator to notify the University Police and if necessary, obtain a replacement decal.
Temporary Permits
Anyone planning to have a motor vehicle on campus for any period must obtain at least a temporary permit. This applies to substitute vehicles when a registered vehicle is being repaired, any loaned vehicle, or any other vehicle from any source being driven or parked on campus. Medical/Handicapped Permits
If you have a temporary or permanent medical condition which limits your walking range, you may obtain a special permit which will provide handicapped parking privileges for a stated period of time depending upon your condition. Handicapped permits can be obtained from:
