Parking Permits
Parking/Traffic Regulations, Towing
Fines and Appeals
Shuttle Bus Service
(1) All members of the U Mass Lowell community (i.e. all faculty, students, staff) must obtain a parking decal for any vehicle they operate on campus. New decals must be obtained annually. Operation and parking of a vehicle on University property will be at the owner/driver’s risk.
(2) Decals, whether fixed or temporary, must be obtained BEFORE bringing a new, loaned or rented vehicle onto campus. There is no grace period for parking without a decal.
(3) Both applicant and vehicle must meet all legal requirements for operation within the
(4) No faculty, students, or staff may have more then one University decal on their vehicle. It is the operator’s responsibility to remove outdated decals. Multiple decals can results in a $15 fine.
(5) Upon sale of a vehicle, it is the owner’s responsibility to remove any University decal. The original owner of the vehicle can be held responsible for any violations committed by the new owner if the old decal was not removed. A paint scraper or "Goof Off" has been found to assist in the removal of expired decals.
(6) Students who change from resident to commuter or vice versa or who change their residence hall campus must get a new decal.
(7) Faculty, staff and students may register up to 3 vehicles owned by their immediate family.
(8) Children or spouses of faculty/staff, whether they are students at the University or not, may not park in faculty/staff areas.
(9) The decal must be permanently affixed to your vehicle's window. Decals are NOT TRANSFERRABLE. Do not try to scrape off the decal and move it to another location. This will invalidate the decal.
Applying for Permits
Decals may be obtained on the web at http://parking.uml.edu. Have your registration ready (VIN needed) before starting. You will also need your Campus ID number (also called the UMS or ISIS ID number). This is an EIGHT digit number starting with at least 2 zeroes. If the web application cannot find your record please contact the Access Services Office for assistance or go to the Office with your vehicle registration. New decals will be necessary yearly and must be renewed by Sept. 1st.
Student Fees
$148 per year for full time students
$74 per year for part-time students
$74 per year for motorcycles
$0 Continuing Studies (night school) students
Decals purchased after January 1 will be half-price. These fees apply to the first registered vehicle. Additional decals are $20 each.
Refunds are available for students who withdraw from the University or graduate in December. See our web site at parking.uml.edu for complete details and a refund form.
Temporary hang tags
You need a hang tag if you bring a loaned or rented vehicle onto campus. Try to apply for the hang-tag in advance if possible. If not possible, park your vehicle in one of the visitor spaces on
Handicapped hang tags
Permanently disabled individuals should apply for HP license plates with your state's Registry of Motor Vehicles and register with the Access Services Office to modify ID cards to grant access to all parking lots. You will not need a UML hang-tag as HP license plates override the need for one.
Those with temporary disabilities should go to the Access Services Office with a note from your doctor to receive a temporary HP hang-tag. Temporary HP tags are usually good for no more than 6 months but can be renewed.
If you are unable to come in to the Access Services Office you can fax a doctor's note and vehicle registration to 934-4004 and call to 934-4211 to make arrangements. We will mail the hang-tag to you.
Guest/Visitor hang-tags
Visitors to either the North or South campuses may park in the Pleasant St. lot, which is one-quarter of a mile beyond the Riverside lot on North Campus, and take shuttle bus to their destination. Shuttle buses run from 8 a.m. to 4 p.m. After 4 p.m., visitors may call 978-934-2222 to arrange for transportation. No permits are required for the Pleasant St. lot. Otherwise, visitors who wish to park on the North or South campuses must obtain hang-tags.
North Campus Visitors: Parking spaces are available in the Cumnock Lot on University Avenue. Visitors must arrange for a hang-tag by sending an email request to Cumnock_parking@uml.edu or by calling 978-934-1122.
South Campus Visitors: Permit parking is available for visitors in the Lovejoy Lot on Wilder St. Faculty and staff should apply for permits ahead of time for their guests. Visitors arriving without a permit may park in the 15-minute zone on Solomont Way while they apply for a permit at the Access Services Office.
The University does not provide parking for those visiting students. Please make other arrangements.
Decal Display
(1) All automobile decals should be attached to the lower right hand corner of the interior driver’s-side rear window. If you have no driver's side rear window or if your windows are tinted, place the decal on the driver's side of the windshield.
(2) Motorcycle/moped decals should be displayed on the front fork of the vehicle in a visible spot.
(3) Temporary and handicapped permits must be displayed face-up on the vehicle dashboard. Hang-tags should hang from the rear-view mirror.
(4) Permits are not transferable to other vehicles. Handicapped permits can be used in any vehicle, as long as the permit is displayed properly.
OBTAINING AND DISPLAYING A PARKING PERMIT DOES NOT CONSTITUTE A GUARANTEE OF AN AVAILABLE SPOT.
VIOLATIONS
Park only between marked yellow lines
If an area or space is not specifically marked, parking is prohibited. Posted restrictions must be observed.
The following practices are not allowed and can result in a $15 fine and the vehicle may be removed (towed) at the owner's expense.
-Parking without a UML decal
-Parking in an area not for vehicular traffic
-No overnight parking
-Failure to follow the directions of a parking attendant, police or security officer
-Parking over or on a yellow line indicating a parking space
-Parking to block traffic, other vehicles or the path of pedestrians
-Parking in fire lanes or within 10 feet of a fire hydrant
-Parking in loading zones, service areas or areas marked "No parking"
-Parking in a restricted area without the proper permit
-Parking an automobile in a motorcycle space
-Parking in “VISITOR” spaces by any student, faculty, or staff
-Parking overtime in time-limited spaces
-Displaying more than one UML decal on a vehicle
-Parking without correct decal (e.g. commuter in a resident lot, student in faculty lot etc.)
-Tailgating through a gate without scanning ID card
-Breaking a gate arm (additional fees for the cost of the arm replacement)
-Failure to follow snow emergency regulations.
Parking in a handicapped space without the proper decal will result in a $50 fine.

Students and Employees are REQUIRED to show a valid UMass Lowell ID when recovering vehicles in order to obtain the Student/Employee discount.

Traffic Regulations
When operating a motor vehicle on campus, drivers must adhere to
(1) The campus speed limit is 15 MPH or the posted limit, whichever is less.
(2) A pedestrian in the crosswalk has the right of way.
(3) Vehicles entering a street, road, or main traffic lane from a parking lot shall yield to on-coming traffic.
(4) Drivers involved in an accident on University property must report it to University Police immediately, and remain at the scene until an officer arrives.
(5) In the event of a mechanical failure, the driver of a vehicle must:
A. Drive or push the vehicle into the nearest legal parking space. A vehicle with a mechanical problem may not be left in a fire lane or in a handicapped space without a handicapped permit.
B. Call (978) 934-2394 to request assistance from an officer.
(6) No vehicle may be left in parking lots during the intersession/Summer, or Spring breaks without prior arrangement with University Police.
(7) During snow emergencies, faculty and staff vehicles may not be left overnight in University lots. Resident students will be notified when their vehicles are to be moved to permit the clearance of snow.
Motorcycle and Moped Parking
Motorcycles and mopeds must park in the areas designated with motorcycle parking signs. They may not park in such a way as to block sidewalks, handicap spaces, ramps and fire lanes.
Special Event and Emergency Parking
From time to time, special events, activities and emergencies may necessitate the imposition of special regulations or waivers of regulations. In such cases, drivers should be guided by notices or onsite supervisors.

Off-Campus Parking
A city ordinance limits parking in both the Pawtucketville area and the region surrounding the South Campus to residents who have an appropriate residential sticker or a visitor parking sticker.
To obtain a resident sticker, your car must be registered in
Open Gates
Occasionally parking gates may be left open for a special event, snow or other emergency or the gate may be broken. Vehicles must still have the correct decal type for that lot. Violators will be ticketed or towed.
Snow Removal Policy
Each residence hall will be provided adequate notification of pending snow removal. If a vehicle is not moved to a designated lot in the allotted time, it will be towed for a $25.00 charge.
Parking fines may be paid in one of three ways:(1) Cash, check or credit card, in person, at the Access Services Office in the UML South Dining Hall. Bring the ticket or a CLEAR and LEGIBLE copy.
(2) Credit card over the phone. Have the ticket number and UMS number available before calling 978-934-4211.

Unpaid Parking Tickets
Students with unpaid fines of 21 days or more are subject to having a “hold” placed on their student accounts. Students will be unable to register for classes, graduate or get transcripts until fines are paid.
All unpaid fines of 21 days or more will be sent to The Registry of Motor
Vehicles. Owners will be unable to register a vehicle or renew a driver’s license until fines are paid.
Appeals
Appeals are handled by the Parking Appeal Committee. Appeal forms may be obtained from the Access Services Office on South Campus, Police Dispatch Office in Ball Hall, Student Services in Cumnock Hall or on the web at parking.uml.edu. Appeals which do not follow these instructions will be denied.
(1) The written appeal must be submitted to the Access Services Office within 21 working/school days after the date of the ticket. A CLEAR & LEGIBLE copy of the ticket must be filed with the appeal. Each ticket must be appealed on a separate form.
(2) An appeal must address the violation and be based on a dispute about the validity of the ticket or on extenuating circumstances. Lost tickets, forgetfulness, parking for a short time, failure to display a parking permit/decal, ignorance of parking regulations and/or not seeing the signs are unacceptable grounds for an appeal.
(3) The written appeal will be reviewed by a committee comprised of faculty, staff, and students. You will be notified in writing of the Committee’s decision within 2 to 3 weeks.

In order to provide more consistent service, all Shuttle Buses will run continuously Monday through Friday only.

Lowell Regional Transit Authority Buses
Ride LRTA Buses #6, #7 and #9 for FREE with your UML ID Card! These buses bring you to and from the Gallagher/Kennedy train and bus terminal. Buses arrive/depart at roughly 30 minute intervals.
