Bio Sketch

Dr. Palermo is an Environmental Engineer and Industrial Hygienist with 24-years of broad environmental and occupational health and safety experience. His project experience includes investigating and remediating state and U.S. EPA Superfund sites throughout New England, participating in spill and emergency response incidents, and providing program/project management support during the investigation and remediation of hazardous waste sites.

He is a former EPA Region I employee and Commander in the Navy Medical Service Corps (Reserves) with a specialization in Occupational Health and Preventive Medicine, Industrial Hygiene and Environmental Health. Dr. Palermo was mobilized in May 2003 to the National Naval Medical Center (NNMC) in Bethesda, Maryland in support of Operation Noble Eagle and Enduring Freedom. During his mobilization Dr. Palermo directed NNMC’s infectious disease surveillance program and NNMC’s Smallpox Immunization Program.

Dr. Palermo is nationally recognized as an expert in hazardous waste operations, hazardous material incident response and has been providing training to state, federal government, and HAZMAT responders since 1980. He participated in the early development and instruction of EPA’s five-day hazardous waste operations training course. He holds over twelve professional certifications and licenses and is affiliated with The National Environmental Training Association (NETA), The Academy of Board Certified Environmental Professionals (ABCEP), The American College of Forensic Examiners (ACFE), The American Conference of Governmental Industrial Hygienist (ACGIH), The World Safety Organization (WSO), The Association of Professional Industrial Hygienists (APIH) and The Association of Groundwater Scientists and Engineers (AGWSE).

Dr. Palermo recently earned certification in homeland security at the highest level, Certified in Homeland Security, Level V (CHS-Level V) in CBRNE Emergency Preparedness through The American College of Forensic Examiners International (ACFEI). Dr. Palermo’s ACFEI CHS-Level IV certification is in Incident Command Management and Terrorism.

Dr. Palermo’s recent work includes assisting hospitals, colleges and universities and medical research facilities better prepare for a potential hazardous material, terrorist or CBRNE incident. He has prepared contingency plans, emergency preparedness plans, hazard mitigation plans and emergency response procedures for these and other organizations over the past twenty years. His recent TNEC training courses have included providing instruction to the Massachusetts Medical Examiners Office and Public Health Specialists working in hospitals in Massachusetts and Vermont in First Responders Training.
