8-hour Hazardous Waste Site Supervisor8-hour Hazardous Waste Site Supervisor (prerequisite required)Under OSHA 1910.120, workers responsible for supervision at a hazardous waste site are required to take this one day course in addition to the 40-hour course. It is designed to train supervisors on various issues, including motivating safe work practices, accident investigation, monitoring, work zones, handling the media, OSHA inspections, the utility of Standard Operating Procedures (SOPs), and the use of the Job Safety Analysis (JSA) tool. Learning Objectives & Performance Measures, By Module, In Order Presented: Module 1: Introduction Performance Measures: Students are able to describe the backgrounds of other attendees. Module 2: Motivating Safe Work Practices Performance Measures: Students are able to: Describe the three strategies to motivate personnel to have a safe and injury/illness-free work setting; Describe the elements of a JSA or JHA; Further define elements of targeting critical behaviors, participation and feedback; and, Analyze a Feedback Chart. Module 3: Rice Land Development Company Exercise – Site Specific Safety and Health Plan Performance Measures: Students are able to: Read and understand the provided plan elements – Entry Objectives; On-Site Organization and Coordination; On-Site Control; Hazard Evaluation; Personal Protective Equipment; On-Site Work Plans; Communication Procedures; Decontamination Procedures; Site Safety and Health Plan, including designated Emergency Medical Services providers, Emergency Medical Information for site contaminants and Emergency Telephone numbers; Environmental Monitoring Instruments available; Emergency Procedures; Attachment A – Preliminary Organizational and Functional Chart for all entities on site; and, MSDS’s for identified chemicals. Module 4: Scope of Work For Rice Land Development Project Performance Measures: Students are able to: Read and understand these three parts of the Scope Of Work; and, Understand the roles that each of the three companies on site play in this remediation project. Module 5: Rice Land Development Company Exercise – Accident Investigation Performance Measures: Students are able to: Split themselves into three groups, each one taking on the role of one of the companies on site; Analyze an accident that involved their personnel, including the reading and understanding of provided Transcripts Of Interviews with various involved employees and associated provided First Aid Reports; Complete a Supervisor’s Accident/Incident Report; Prepare a Critical Behaviors chart for their incident; and, Present the results of their discussion to the others present. Module 6: Monitoring, Work Zones and Personal Protective Equipment (PPE) Performance Measures: In three small groups, students are able to perform the following tasks and present the results of their analyses and discussions to the others present: MONITORING: Use the NIOSH Pocket Guide to interpret data provided and determine which chemical(s) appear to be the biggest threat to their safety and health; Determine which level of PPE should be worn by their workers and why; and, Where might additional hazardous materials be buried on site. WORK ZONES: Use the provided Site Map to recommend boundaries for the three work zones and locations for the Decontamination Line, Site Security Perimeter and Evacuation Routes. PPE: Use the provided MSDS’s and other available information to recommend PPE for their group’s task. This is to include Level Of Protection, and specifics relative to Head/Eye Protection, Hand Protection, Body Protection, Respiratory Equipment and Foot Protection. Module 7: Dealing With The Media Performance Measures: Students are able to: Analyze a newspaper article that describes accidents and mistakes that have happened at their remediation site; Develop a Press Release for their company; and, Present it to the others present. Module 8: OSHA Investigation Performance Measures: In three small groups, students are able to: Review provided Complaint Form for their company and other provided information; List specific rights and responsibilities of Supervisors during an OSHA inspection; Determine if the provided safety and health plan sufficiently describes the hazards that are present and why; State whether the PPE described for use by their company is sufficient to protect the health and safety of their workers and why; State whether the workers from their company have been sufficiently trained to handle their task; Determine if the provided Medical Surveillance Program is sufficient and why; Describe the schedule for periodic Air Monitoring; Describe the Site Control measures provided in the plan; Describe the Emergency Response Procedures provided in the plan; Determine which section(s) of the Site-Specific Safety And Health Plan are deficient for their company; and, Present all of this to the others present. Subsequently, students are able to: Select either one deficient section of the provided plan and rewrite it for their company; or, Complete a Job Safety Analysis for an activity that their chosen firm must execute; and, in both cases, List any information they need that is not available to them. Module 9: Standard Operating Procedures (SOP’s) Performance Measures: Students are able to: List three relevant SOP’s which would improve health and safety for the section of the Site Specific Safety And Health Plan or the Job Hazard Analysis that they wrote under the previous module; and, Recommend strategies for convincing management of their company to implement the use of these SOP’s and for motivating workers to comply with them, including the listing of barriers that might exist and the approaches to resolving each.
