Course Description: This course is intended to provide a variety of safety and health training to entry level workers in the construction industry. It emphasizes hazard identification, avoidance, control and prevention, not OSHA standards. Training is based on various topics in OSHA’s 1926 Construction Industry Regulations. Course requirements are set by OSHA’s Directorate of Training and Education (DTE), which is located at 2020 S. Arlington Heights Road, Arlington Heights, IL 60005. This 10 hour* course consists of 4 hours of Mandatory Topics, two hours of Elective Topics and four hours of Optional Topics, as indicated below. Learning objectives for many of these topics are available for download at the OSHA Outreach Training Program website. Within these guidelines, TNEC always strives to tailor the mix of topics presented to the needs of the students in attendance. TNEC trainers utilize the Small Group Activity Method (SGAM) of training and have found that the inclusion of NIOSH Fatality Assessment and Control Evaluation (FACE) Reports are beneficial to the delivery of this course, that is, to assist the students in attendance to better understand and retain the content of the training.

A. Mandatory Topics – 4 Hours

1. One Hour: Introduction to OSHA, including

a. OSH Act, General Duty Clause, Employer and Employee Rights and Responsibilities, Whistleblower Rights and Recordkeeping Basics.
b. Inspections, Citations and Penalties.
c. General Safety and Health provisions, Sub-Part C.
d. Value of Safety and Health.
e. OSHA Website and available resources.
f. OSHA 800 number.

2. Two Hours, with a minimum of 15 minutes on each of the areas in the OSHA Focus Four Hazards:

a. Fall Protection, Sub-Part M.
b. Electrical, Sub-Part K.
c. Struck by (e.g., falling objects, trucks, cranes).
d. Caught in/between (e.g., trench hazards, equipment).

3. 30 minutes: Personal Protective and Lifesaving Equipment.

4. 30 minutes: Health Hazards in Construction (e.g., noise, hazard communication and crystalline silica).

B. Elective Topics – 2 Hours: Choose at least two of the following elective topics, which must add up to at least two hours, with a minimum of ½ hour/each.

1. Materials Handling, Storage, Use and Disposal, Sub-Part H.
2. Tools – Hand and Power, Sub-Part I..
3. Scaffolds, Sub-Part L.
4. Cranes, Derricks, Hoists, Elevators & Conveyors, Sub-Part N
5. Excavations, Sub-Part P
6. Stairways and Ladders, Sub-Part X

C. Optional  Topics – 4 Hours: For these remaining four class hours the instructor may choose to teach any other construction industry hazards or policies and/or expand on the mandatory or elective topics, as may be appropriate for those in attendance.

* This course may be delivered as ten (10) hours of class time all in one day or as two (2) x five (5) hour days of class time. These times do not include breaks for lunch, etc. For better retention of content, TNEC strongly recommends that students attend this course on two (2) successive days of five (5) hours of class time per each.  Alternative schedules are negotiable.
