Reclassification of Residency

The Reclassification Process and What to Expect

  1. Submit your initial appeal with all supporting information as soon as possible but no later than the deadlines for the semester you are applying for reclassification (August 1st for the following Fall.  December 1st for the following Spring).  This deadline is firm, and is based on required enrollment and financial reports issued by the University to the UMass President's Office immediately after the add/drop deadline.  This deadline also supports financial requirements from Financial Aid and Bursar.  For academic deadlines, visit the Registrar's Academic Calendars webpage.

  2. Review of your initial appeal by the University Reclassification Officer will take place as quickly as possible.

  3. After the initial review, the Reclassification Officer can either accept or reject the initial appeal, or she/he can request further evidence including an interview.  If additional evidence is required, you will be notified by mail.  However, the Reclassification Officer will normally render judgment based on the evidence submitted.  Therefore, it is in your best interest to provide as complete a file as possible for review.

  4. If your initial appeal is accepted, you will be notified by letter and your University records will be adjusted to reflect your new status.  If you have already received a bill, pay immediately; do not wait for a revised bill since it will lead to the assessment of a late fee charge.  You will be automatically charged at the in-state rate for all future semesters.

  5. If your initial appeal is rejected, you will be notified by mail as to the reasons why.  You may submit a further appeal, including any additional supporting documentation, addressed and mailed to:

    Residency Reclassification Appeals Committee
    Attn: Dean Tom Taylor
Office of Enrollment & Student Success
    883 Broadway Street
    Dugan Hall 110
    Lowell, MA 01854-5129

  6. Please check your initial appeal and make sure it includes:

    1. Application form with affidavit signed and notarized
    2. Lease or other evidence of a 12-month domicile
    3. Copies of all pages of your last Massachusetts Resident Income Tax (From the State, certified copy).
    4. Copies of all pages of your last Federal Taxes (From the IRS, certified copy)
    5. Statement as to why you have relocated to Massachusetts
    6. Copy of your alien registration card or other INS documents, if applicable.
    7. Marriage certificate, if applicable
    8. Driver's License
    9. Other documentation that is relevant to your residency.

If your case involves unusual circumstances, such as release from active duty, divorce custody, employment overseas, diplomatic or refugee visa, please contact residency@uml.edu before submission of your initial appeal.

Please Note - Concealment of facts or unlawful statements will result in dismissal from the University and prosecution for both fraud and perjury.
