The New England Regional Student Program (RSP) offers students enrolled in qualified programs the opportunity to attend a public college or university in a New England state other than the one they live in for a cost of 1.5 times in-state tuition. RSP-Qualifying Programs are those not offered on public campuses in a student’s home state.
Also known as the Apple Program, RSP is coordinated by the New England Board of Higher Education. At UMass Lowell, many of the programs that qualify are nationally recognized.
The Details:

No additional application is required, but you must indicate your interest in RSP on the application.

You must enroll in a qualified degree program and meet regular admissions criteria.

RSP applicants receive admissions preference over other out-of-state applicants.

You will be notified by the UMass Lowell Admissions Office if you are granted RSP status.

Students accepted into RSP are still eligible to apply for financial aid through other sources.
